Main factors of a possible impact of electricity transmission system on the person are electric and magnetic fields (EFs and MFs) at frequency of 50/60 Hz (industrial frequency - IF). It should be mentioned that such frequency range concerns a superlow-frequency range, which includes ranges of 30-300 Hz (according to the International Radio Regulations).

A question concerning the probable adverse EF impact on the person was put for the first time by the Soviet researchers in the early sixties of the ХХ century. It was connected with complaints of the personnel, maintaining substations (SSs) and ALs under voltage of 400 and 500 kV, to a headache, slackness, undue fatigability, irritability, drowsiness, infringements of activity of cardiovascular system and gastrointestinal tract.

5.1.2.1. Electric and magnetic fields under ALs of SHV

Electric fields, induced by ALs of SHV and ultrahigh voltage (UHV), are comparatively easy to estimate when they are arranged over the smooth ground surface. Indeed, the ground surface is not even. This leads to divergence of calculations and measurements approximately by 5%.

The well-established approaches in our country to ensure the man safety from the adverse effect of EMFs, including the adverse effect of EMF IF, are based on 4 principles:

Time protection. It is applied when there is no any opportunity to reduce the EMF effect intensity up to the maximum permissible levels (MPLs). This principle is implemented in EMF IF hygienic specifications, as well as for the production conditions and for conditions of population affecting.

The presented data testify that to ensure electromagnetic safety of the person, development and implementation of appropriate comprehensive measures is required. These activities, firstly, include:

1) improvement of hygienic regulation of electric and magnetic components of EMF IF;

2) development of both collective and individual protection means;

3) introduction of the new technical solutions, providing reduction of EF and MP IF levels, satisfying the regulatory requirements at the workplaces and within residential and public buildings and in residential areas.
